LOL. It was funny to hear this question from a "moniker" called "Mary Jane."
Anyways, there is no eating, drinking or smoking in the Statue of Liberty (and Monument) therefore they would not have a restaurant or even a revolving one.
Feel free to take you own food there but eat ONLY in designated areas on the Island.
The USA has about 40 revolving restaurant and only one (The View Restaurant & Lounge) is in New York.
I hope that clear things up.

No there is not. Like some of the other users mentioned, the revolving restaurant is in "The Marriott" in Time Square. Very nice and the service is extremely well. This restaurant makes the best fillet mignon I have ever had. I believe dinner is $125.00 per person. My wife and I spent $350.00 the last time we went there. If you plan on attending, make sure you make reservations because if not you will have to wait a very long time to get into that section of the restaurant. Also, let them know you have reservations when you arrive. You will have to take a separate elevator to the top section of the restaurant.
Enjoy...

They are going to re-open it and the grand re-opening will be on the holiday of July 4th. It was kind of stupid to close it in the first place. Yes it may have been a target, however why crash into it? The twin towers made a world wide impact as it housed offices, banks, world trade offices, train stations, US treasury and more. Even though every life is precious, taking out a few people in the statue would be of no great achievement for terroist other than maybe as a symbol since it stands for freedom. I think it was rather safe back then and even safer now. With the ecomony in the toilet and tourism low, now is the best time to open it back up. I recently went somewhere and 1/2 the stuff I wanted to see was closed due to low tourism and it made me so mad. Open it shall :)

It is so funny the amount of people that actually think there is a restaurant or at least something to eat when you arrive in the crown!
I know this because I have just been to NYC to see Lady Liberty (who I have been interested in for a number of years prior to visiting)
I went to her crown four times, and spent a considerable amount of time up there- enough to witness the park rangers (2 of them each time) telling visitors there is no cafeteria up here
Some kids that came up really believed there was! I laughed so hard!
I think this rumor came about because it can be an effort to make it up the spiral stairs for some folks and the notion of having something to eat once in her crown was an encoragement to climb up there in the first place. For me I was just so happy to be up there and experience the dream I had since I was small! I was never gullible enough to think there was a cafe up there - never mind a revolving restaurant! lol!

The revolving restaurant is outside the base of the statue. One buys a hotdog and while eating it one spins around real fast

God no, the horror!
Some things are still sacred.
Here is a link to "The View" the only revolving restaurant in New York City:
